This is my second time buying these. They are NOT tight and are soft and comfortable. I personally would not wear them as shorts, but nice to wear under a skirt to prevent chafing on a day I want to be comfortable. They will not hold anything in, as the fit is a trifle loose, and the fabric has a lot of give.

very comfortable and will prevent chafing, but a little loose and won't hold anything in, if that's your goal. I bought my normal size (which I'm on the upper end of). I wanted something comfortable and lightweight to wear for a long day, and these fit the bill.
