It's a little on the generous size. My daughter is 5 and a half with an average size head I think (not small anyway), and this fell off the first time she wore it. It does stay on ok since but I can't imagine it would fit a 2 year old.. its fine though as my daughter will get plenty of wear out of it which is nice. I needed a hat that would fit under my daughter's hood in the rain as her pom pom wasn't fitting. She's worn it in the wet and cold during forest school twice and has been happy. Its soft too
