I've been searching for pants that fit my tall, skinny 3-year-old, and I finally hit the jackpot with H&M. My daughter has a 12-18 month waist and 3T-length legs, and it's nearly impossible to find pants that aren't either too big in the waist if the length fits or way too short if the waist fits. I bought a 2-3Y in the H&M Flared Jeggings, and the waist fits by adjusting the interior elastic, and while the legs are just a tad too long right now, I think she'll grow into them by fall and will be able to wear them for quite a while before we have to size up again. With other brands, they'd last about a month before they became high-waters. I'll definitely be shopping H&M for her from now on!
